This Grant is offered through the Malta Enterprise.

Objective

  • Provide financial assistance to businesses for employee training programs.

  • Focus on upskilling, reskilling, and addressing skills gaps to build a knowledge-based workforce.

Key Details

Duration:Available until 31 December 2026 with a total budget of €10 million.

Form of Aid:Tax Credits, Cash Grants, or a combination. Maximum aid intensity:

Small enterprises: 70%. Medium enterprises: 60%. Large enterprises: 50%. Maximum support: €2 million per skills development project.

An additional 10% for training workers with disabilities (capped at 70%).

Eligibility

Eligible Entities:

Registered businesses in Malta engaged in qualifying economic activities (e.g., manufacturing, ICT, health, education, arts, etc.). Applicants must be compliant with VAT, tax, and social security obligations.

Eligible Training:

Skills related to business operations, digital technologies, ESG practices, or Maltese language and culture (for non-Maltese employees). Delivered by qualified trainers or external experts.

Minimum duration: 6 hours (or 4 hours for specialized machinery/equipment training).

Excluded Training:

Mandatory compliance training. Routine refresher courses. Team-building or brand-specific activities.

Eligible Costs

Covered Expenses:

Wage costs for trainees and trainers (during direct training hours). Costs for external trainers and materials. Air travel for foreign training if not available locally.

Ineligible Costs:Training required for legal compliance. Routine, team-building, or gambling-related training.

Application Process

Submission:Applications must be submitted before the training program starts. Limited to one training program every three months.

Evaluation:Assessed based on economic and social impact. Cash grants considered for manufacturing, MRO activities, and significant business expansions.

Monitoring & Compliance

Claims:Submit attendance sheets, certificates, and a report on the training's impact.

Tax Credits:Non-refundable and can be carried forward if unused.

Audits:Projects are subject to monitoring and audits during and after completion.
