Business Development

This Scheme is offered through the Malta Enterprise.

Purpose of the Scheme

  • Facilitate projects including new business initiatives, expansions, and transformations that create skilled employment, enhance competitiveness, and expand market reach.

  • Projects must begin within 12 months and conclude within 36 months of funding approval.

Eligibility

  • Enterprises contributing to Malta's economic development and sustainability goals are eligible.

  • Exclusions include enterprises involved in gambling, real estate sales, financial services, or wholesale/retail unless incidental to other activities.

Eligible Projects

Support is available for:

Setting Up, Expansion, and Modernization: Manufacturing, software development, digital solutions, recycling, R&D, and pharmaceuticals.

Environmental Actions: Projects reducing waste or carbon footprint, backed by expert reports.

Innovative New Businesses: Introducing products/services not readily available locally with potential for international growth.

Employment Facilitation: Integrating disabled workers beyond legal requirements.

Collaborative Projects: Group solutions for businesses, like shared facilities or industrial zone surveillance.

Upgrading Facilities: Industrial sites, hotels, and artisan workshops.

Digital Transformation: Implementing technology for efficiency.

Market Access and Certification: Projects for obtaining advanced certifications.

Eligible Costs

  • Wage costs for full-time employees or students.

  • Rental of industrial/non-residential properties.

  • Shared business facilities, advisory services, tangible/intangible asset procurement, and digital technologies.

  • Costs for construction, relocation, and environmental actions.

Maximum Support

  • Capped at €300,000 per enterprise over three years.

  • Support can cover up to 75% of eligible costs.

Application Process

  • Applications must be submitted before project commencement and are evaluated based on economic contribution, job creation, and sustainability impact.

  • Available until 31 December 2030, with a submission deadline of 30 September 2030.

Support Types

  • Provided as tax credits, cash grants, or both.

  • Tax credits are non-refundable and can be carried forward to subsequent years.

State Aid Compliance

  • Total aid per enterprise must not exceed €300,000 over three consecutive years under de minimis regulations.
